1. The Violated Order (Interim Measure)
Ruling: The court partially satisfied the motion for interim measures.
Requirement: Daily communication between Father (Nicholas Levenstein) and Child (Leon Levenstein) from 17:00 to 18:00 via telephone or Internet.
Violation: The Guardian (Malevany) is obstructing this specific time-bound requirement.

Требование: Ежедневно с 17 часов 00 минут до 18 часов 00 минут по телефону, в том числе с использованием возможностей сети «Интернет».
2. Primary Penalty: Obstruction of Parental Rights
Statute: Code of Administrative Offenses (KoAP) Art. 5.35 Part 2 & 3.
Offense: Violation of the court-ordered procedure for parental communication.
Penalty (First Time): Fine of 2,000–3,000 Rubles.
Penalty (Repeated): Fine of 4,000–5,000 Rubles or Administrative Arrest up to 5 days.

- Часть 3 (Повторное): Штраф от 4000 до 5000 рублей или административный арест на срок до пяти суток.
3. Secondary Penalty: Failure to Comply with Bailiff
Context: If a Bailiff (FSSP) opens enforcement proceedings and the guardian still refuses the 17:00 call.
Statute: KoAP Art. 17.15.
Offense: Non-performance of non-property requirements contained in an executive document.
Penalty: Repeated fines levied by the bailiff service.

4. Strategic Leverage: Transfer of Custody
Significance: This is the most severe civil penalty. If the guardian maliciously and persistently violates the order, the court can transfer custody to the other parent.
Statute: Family Code of the RF (SK RF) Article 66, Paragraph 3.
